[WXBH-Discuss] Programming

It's a lot more strict that what we did at WRFL, but has good ideas, and may
nip some of the problems in the bud we had with the DJs at WRFL (ie smoking,
profanity, breaking simple rules, etc.).

One of the parts that makes a lot of sense is the requirement that DJs
contribute to some other part of the station, picking up some small job and
doing more than simply showing up once a week to do their show.
