Cory, I'm storing them in a db. Will have a way to view the db soon 
(maybe later today). Can generate an email when a proposal is received 
and the db is updated. I'm thinking it probably shouldn't be to the 
entire discuss list (although we can start that way until we begin to 
get some activity). I can start a programming list whenever appropriate.

Also, there are some security considerations here. I'm setting it up so 
anyone can submit a proposal (which means we'll get some pranksters and 
some crackers but that's the breaks). I can set the view function up so 
anyone can view the db (but circulate the URL for viewing only on the 
list). But the DB contains contact info and really shouldn't be publicly 
accessible. So ultimately we need a log-in procedure to view the 
complete proposals.

(I have a log-in procedure in place for the CMS, but currently the users 
have to be defined by an existing admin-level user. Will try to extend 
that to a community model where anyone can sign up for a user account 
with a default level of access and then be granted increased access by 
existing users.)
